Dixon Environmental recently developed a Title V compliance database for a petrochemical manufacturer. Dixon Environmental represented the needs of the environmental department and worked directly with the client’s IT staff to develop a compliance database using an in-house database server on the facility intranet.
Dixon Environmental met with the client to prioritize project goals, the desired database end uses, and identify desired functional enhancements, such as e-mail capability. In order to facilitate accurate compliance documentation, Dixon Environmental field verified, updated (as necessary), and converted existing facility M.S. ExcelŽ spreadsheets (i.e., MACT, Boilers, Title V Compliance Plan, and Control Devices Compliance Plans) into the compliance database format. Dixon Environmental interviewed environmental, operations, and engineering staff to clearly identify who had responsibility for each specific Title V compliance requirement task.
A skeleton database was developed and programmed for approval prior to data population. Then, Dixon Environmental took the Title V permit and incorporated each condition into the database in “facility lingo”. Ultimately, the client received a secure, yet accessible, compliance database repository designed specifically for that facility. The output reports printed requirements by responsible party to streamline annual and semi-annual compliance certification. In addition to the compliance database development, Dixon Environmental actively participated on the client’s Title V Implementation Project Team to facilitate the rollout of the Title V compliance program. Dixon Environmental provided leadership and guidance through active participation in team meetings, coordination of team members between meetings, tracking team progress and keeping remaining tasks on schedule.
