When the EPA implemented changes to ambient air quality thresholds, Dixon Environmental was called on to provide a synthetic minor facility with a Title V permit as the facility did not meet the new lower major source threshold for NOx.  The new lower threshold was imposed due to a change in ozone non-attainment area designation from “serious” to “severe”.  Moving from a minor source of NOx to a major source of NOx also triggered NOx reasonably achievable control technology (RACT) assessment requirements for the facility.  Dixon Environmental completed the NOx RACT analysis and submitted the appropriate documentation to the state agency.  Dixon Environmental also prepared the appropriate state agency air operating permit application forms and supporting attachments incorporating the facility’s emission unit descriptions/specifications, applicable requirements, appropriate emissions information, and periodic monitoring data.  In addition, anticipated new and modified process information, recent regulatory requirements, and administrative changes were incorporated based on discussions held with the client.  Particular attention was focused on approximately sixteen (16) emissions units that included boilers, turbine generators, incinerators, emergency generators, spray paint booths, and storage tanks.
